【摘要】:Thisstandardshallcoverfireprotectionrequirementsforpassengerrail,underground,surface,andelevatedfixedguidewaytransitsystems,includingtrainways,vehicles,fixedguidewaytransitstations,andvehiclemaintenanceandstorageareas,andforlifesafetyfromfireinfixedguidewaytransitstations,trainways,vehicles,andoutdoorvehiclemaintenanceandstorageareas.Fixedguidewaytransitstationsshallpertaintostationsaccommodatingonlypassengersandemployeesofthefixedguidewaytransitandpassengerrailsystemsandincidentaloccupanciesinthestations.Thisstandardestablishesminimumrequirementsforeachoftheidentifiedsubsystems.Thisstandardshallnotcoverrequirementsforthefollowing:(1)Conventionalfreightsystems(2)Busesandtrolleycoaches(3)Circustrains(4)Tourist,scenic,historic,orexcursionoperations(5)Anyothersystemoftransportationnotincludedinthedefinitionoffixedguidewaytransitsystem(see3.3.52.1)Totheextentwhereasystem,includingthoselistedin(1)through(5),introduceshazardsofanaturesimilartothoseaddressedherein,thisstandardshallbepermittedtobeusedasaguide.

【摘要】:Akeyobjectiveofallpavement-managementsystems(PMS)istoprovideafactualbasisforimprovingthequalityofdecisionmakingregardingthebudgeting,design,programming,construction,maintenanceandoperationofapavementnetwork.Qualitydecisionmakingrequiresacurrentinventoryofthepavementsystem,evaluationofthepresentconditionanduseofthepavementsystem,estimationoffuturecondition,andtheimplicationsofanychangesincondition.Thisguidemaybeusedtoidentifydataneedsforpavementmanagementbyconsideringtheuse,generictype,andrelativeimportanceofthepavement.Itcanalsoassistinidentifyingmethodsforobtainingthedata.AnydataelementselectedforcollectionshouldhaveaspecificuseandbeofvalueinprovidinginformationfromthePMSforthedecisionmakingprocess.Thespecifictypeofdataneededtomakeinformedpavementmanagementdecisionswillvarywithsuchfactorsasthesize,complexityandconditionofthepavementnetwork,thelevelsofservicetobeprovided,theagencybudgetandbudgetingprocess.Further,sincepavementmanagementisadynamicprocess,responsivetochangesintechnology,thedataneedsforaparticularagencymaybeexpectedtochangeovertime.Accordingly,judgmentinvariablywillberequiredinapplyingthisguidetodevelopahierarchyofdataneeds.1.1Thisguideidentifiesdataneedsforpavementmanagementsystems.Italsoaddressestherelativeimportanceofvarioustypesofpavementdata.1.2Thisguidewasdevelopedforusebyfederal,state,andlocalagencies,aswellasconsultantswhoprovideservicestothoseagencies.1.3Thisguidedescribesaprocessandprovidesasetofrecommendationsthatanyagencymayusetodevelopaplanforacquiringpavementmanagementdata.Anyindividualagencymayjustifiablyassignhigherorlowerprioritytospecifieddataitemsdependingontheirneedsandpolicy.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
